Job Overview:
1. Bachelor’s degree in Computer Science, Computer Information Systems or related field or the equivalent in raining and experience.

2. Minimum 7 years progressively responsible professional level data processing experience or the equivalent in training and experience.

3. Additional or concurrent experience analyzing, designing, refining, and maintaining information processing systems in a large or multiple applications environment.

4. Additional or concurrent experience which demonstrates familiarity with development life cycles and project management techniques or the equivalent in training and experience. Familiarity with project leadership techniques.

5. Experience using structured specification coding and documentation techniques.

6. Work experience with at least one major computer application.

7. Ability to work independently with minimal supervision to plan, organize, and coordinate, multiple project tasks to meet established deadlines and accommodate rapidly changing priorities.

8. Effective communications, interpersonal and analysis skills.

9. Project leadership knowledge and experience.

Preferred:
1. Experience with AMDOCS systems, specifically Ensemble CSM and OMS. Also knowledgeable in BILLING, MAF, MPS, EMS, FBF, CLIPS or AR.

2. Project Leadership Experience.

3. Minimum of 5 years progressively responsible professional level systems analysis experience.

4. Oracle certified.

5 .Effective communication, interpersonal and analytical skills, ability to coach junior level programmers.

6. Experience with production support and development in a distributed UNIX environment.

7. Five years experience working in the telecommunications industry.

8. Five years experience with Java and or MQ-Series, UNIX, PERL, Oracle, C/C++, COBOL, QTP, Serena Dimensions.

Responsibilities:
1. Define development and maintenance needs, plans and systems requirements through discussions with business partners and Applications Development management.

2. Design and develop systems to satisfy business partner requirements and adhere to departmental standards by performing structured reviews of program/system design, reviewing test plans for the system, performing and reviewing application systems programming and testing, and reviewing system test results with business partners and Applications Development personnel. Recommend appropriate project plan adjustments, and coordinate the final systems installation and ongoing maintenance activities required.

3. Provide for the timely and accurate resolution of business partner service requests, prompt replies to business partner or management inquiries, and regular feedback regarding application status opportunities, and problems.

4. Remain abreast of industry software technology and software development and support techniques. Take a leadership role in the research of new technologies and new users for current technologies.

5.Participate in walk through of designs and programs. Provide appropriate feedback to ensure the technical quality of an application and provide solutions to design and program issues.

6. Profile expertise to department projects through cross-training, technical assistance, mentoring and project and technical consulting to applications development personnel.

7. Participate in internal applications development projects including improving the processing efficiency of applications and integrating development tools.

8. Resolve applications development and technical maintenance problems.

9. Participate in key roles of joint application design and process and data modeling.

10. Gain, maintain, and apply effective technical, functional and project management techniques.

11. Provide on-call support.

12. Design, develop, test, implement, and maintain applications software.

13. Lead major business systems development by organizing and scheduling actives to ensure the most efficient use of resources including guiding business partner involvement with the development efforts.
